My topic is entitled 'The Case for an Appellate Panel and its Scope of Review'. I will be
talking about that topic, but as the first speaker I also want to introduce the subject and pose
a number of questions for others to talk about later today. But let's begin with the question of
why we are even talking about this topic today. Why do we need an appellate panel?
