Matteo Barra is a Ph.D. candidate in International Law and Economics (Bocconi, 2006) , and focuses his research activities on international investments and trade and writes on regulation and competition, especially in the energy sector.
Matteo holds a LL.M. Energy Law and Policy (CEPMLP, 2004), where he discussed EU Regulation and Competition in Services of General Economic Interest. He obtained his law degree (LUISS - Guido Carli, Rome 1999) in International Economic Law.
Matteo is a qualified lawyer in Italy and has been practising as an associate to large law firms in Rome and Milan assisting foreign direct investments as well as Italian projects abroad.
He has gained experience bringing cases before national courts and regulatory authorities as well as drafting agreements and strategic legal reports on regulated markets (energy, hydrocarbons, communications, air transport, public services, insurance).
Matteo Barra also assists clients on the management and trade of cultural heritage and on the protection of digital IPRs. Recently he has been invited by UNESCO to lecture on international cultural heritage legislation in Tirana, Albania.
He is member of the European Society of International Law (ESIL), of the British Institute of International and Comparative Law (BIICL) and of the International Bar Association (IBA) - Section on Energy and Natural Resources Law.
Matteo Barra speaks fluent English, German and French.
