The Minister is not a party subject to this Court’s jurisdiction. The orders sought by the applicant are directed at the proposing transferor only. They would require it to withdraw its transfer application, or request the Minister not to determine it, pending determination of an arbitration, to be conducted in London, under the International Chamber of Commerce Commercial Arbitration Rules.
