Par ces motifs, la cour:
1 - Déclare la République de Pologne recevable à former le recours;
2 - Rejette la fin de non-recevoir soulevée par les sociétés Slot Groupe et CEC Praha sur le moyen tiré de l'incompétence du tribunal arbitral;
3 - Rejette la demande de soumission des questions préjudicielles formulées par les sociétés Slot Groupe et CEC Praha;
4 - Annule la sentence arbitrale rendue à Paris le 3 février 2020 sous l'égide de la Cour permanente d'arbitrage (PCA no 2017-10);
5 - Condamne les sociétés Slot Groupe et CEC Praha a' verser a' la République de Pologne la somme globale de 50 000 euros au titre des dispositions de l'article 700 du Code de procédure civile;
6 - Condamne les sociétés Slot Groupe et CEC Praha aux entiers dépens.
Slot Group a.s. v. Republic of Poland (PCA Case No. 2017-10)
1 - declares the Republic of Poland admissible to form the appeal;
2 - rejects the end of non-receipt raised by the Slot Group and CEC Praha on the plea alleging the incompetence of the arbitral tribunal;
3 - Rejects the request for the submit for a preliminary ruling formulated by the Slot Group and CEC Praha;
4 - Cancels the arbitration award rendered in Paris on 3 February 2020 under the auspices of the Permanent Court of Arbitration (PCA No. 2017-10);
5 - Condemns the companies Slot Group and CEC Praha to pay the Republic of Poland the overall sum of 50 000 euros under the provisions of Article 700 of the Code of Civil Procedure;
6 - condemns companies Slot Group and CEC Praha to integers costs.

Seized of a setting aside of an arbitral award procedure made on the basis of an arbitration clause in an intra-European bilateral investment treaty (BIT), the ICCP-CA set aside the award by which an arbitral tribunal declared itself competent, recalling that the CJEU had found a dispute settlement clause in a BIT concluded between two Member States to be incompatible with the European Union law.
