BROOKS E. ALLEN is Assistant General Counsel at the Office of the United States Trade Representative (USTR), Executive Office of the President. Mr. Allen represents the United States in dispute settlement proceedings before the World Trade Organization (WTO) and other international fora. He also acts in connection with the negotiation of trade and investment treaties, including bilateral investment treaties (BITs). In addition, Mr. Allen works closely with other U.S. government agencies on trade and investment matters.
Prior to joining USTR, Mr. Allen was a senior associate with the law firm of Sidley Austin LLP, based most recently in the firm's office in Geneva, Switzerland. He has extensive experience representing governments and multinational corporations in connection with WTO disputes and international arbitration proceedings, in cases involving a broad array of industries and agreements (such as concession agreements and infrastructure projects, commodities and minerals contracts, distribution agreements, IP licenses, and financial services contracts). In addition, he has considerable experience in domestic and international litigation matters.
