The adjudication on jurisdiction in the investment dispute Plama v. Bulgaria [1] is the first decision rendered by an International Centre for the Settlement of Investment Disputes (ICSID) arbitral tribunal based on the Energy Charter Treaty of 1994 (ECT).[2] Plama v.
