Partiality and Issue Conflicts

Introduction
Issue conflicts can apparently arise anywhere an individual has decision making power. Consider hapless soccer linesman Ole Hermann Borgan, from Norway. Borgan was excluded from officiating at the European Champions League final in 2006 after he appeared in photographs wearing a Barcelona Football Club shirt. Barcelona was one of the teams contesting the final, against Arsenal. Borgan was deemed incapable of fulfilling his duties impartially.
