Introduction

The Advisory Committee on International Economic Policy ("ACIEP") submits this report on the Model Bilateral Investment Treaty ("Model BIT") in response to the request of the Department of State ("State Department") and the Office of the United States Trade Representative ("USTR"). In June 2009, the State Department and USTR asked ACIEP to establish a Subcommittee to review the Model BIT, the template document that the U.S. uses as a starting point when contemplating the negotiation of a new BIT.
