The focus of this article will be on the obligations of WTO Members under the Agreement on Subsidies and Countervailing Measures (SCM Agreement), which was a new WTO agreement negotiated during the Uruguay Round. After 20 years of the WTO, there is now some jurisprudence clarifying key provisions of the SCM Agreement. However, it is still early days in understanding this complicated, important Agreement.
