Introduction

The AAA Arbitration Panel (the 'Panel') ordered the Overseas Private Investment Corporation ('OPIC') to compensate Bechtel Enterprises International Ltd ('Bechtel'), Ben Dabhol Holdings Ltd. and Capital India Power Mauritius I ('CIPM') for 'total expropriation' of its investment in a power project in India. The claimants filed a request for arbitration with the International Center for Dispute Resolution of the American Arbitration Association on 3 October 2002 and 9 October 2002.
