Abstract

In its Sanitary and Phytosanitary Measures ("SPS") chapter, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership ("CPPTPP") builds upon the health-related commitments set forth in agreements of the World Trade Organization ("WTO"). For decades prior to the conclusion of the CPTPP, WTO-based commitments set the standards in SPS protections, and frequently were adopted or incorporated into trade agreements without significant amendment.
