Introduction

There has been some informal discussion following my reference to the discussion on a US-Pakistan BIT negotiationk, in particular after the quite controversial non-named posting thereafter. Can I make some further suggestions: In 1998, the OECD-sponsored Multilateral Agreement on Investment, essentially a BIT-modelled draft treaty, but intended for global adoption, failed. NGO opposition as well as withdrawal from French govt support played a significant role.
