Introduction

The second tribunal convened to hear Waste Management's Chapter Eleven claim against Mexico dismissed all claims in an award dated April 30, 2004. The dispute stemmed from a concession contract between Waste Management's Mexican subsidiary, Acaverde, and the City of Acapulco. Under the contract, Acaverde was granted the exclusive right to dispose of the municipal waste generated in a certain district of Acapulco and to provide street cleaning services for that district, which was in the principal beachfront "tourist" part of Acapulco and was both residential and commercial.
