This article considers the attitudes of States to the payment of ICSID awards as compared to their other debt obligations. It goes on to discuss the enforcement of ICSID awards against States that either refuse to pay entirely or that seek to negotiate the award in the context of more general debt restructuring. It suggests that award beneficiaries consider the possibility of applying for an attachment order against loans made by the World Bank or other institutions to the award debtor.
