Introduction
Richard Lillich was the world's preeminent international claims specialist. In his field he played every role: scholar, expert witness, advocate, and, perhaps most influentially, consultant to those structuring the claims process. The final canvas to which Richard applied his mastery was the United Nations Compensation Commission, the Security Council organ established in Geneva in 1991 to handle claims against Iraq arising out of its unlawful invasion and occupation of Kuwait the year before. As always, Richard's virtuosity was richly displayed.
