Introduction

By letter of October 22, 2004, the Secretary-General of the International Centre for Settlement of Investment Disputes (ICSID or the Centre) sent to the members of the Administrative Council of the Centre an ICSID Secretariat Discussion Paper entitled "Possible Improvements of the Framework for ICSID Arbitration."
