Faits:
A.
A.a. La République Arabe Syrienne et la République de Turquie sont liées par un traité bilatéral d'investissement (TBI) entré en vigueur le 3 janvier 2006, intitulé "Agreement between the Republic of Turkey and the Syrian Arab Republic concerning the Reciprocal Promotion and Protection of Investments".
Ce TBI contient une clause générale de la nation la plus favorisée libellée en ces termes:
"Article III (...)

2. Each Party shall accord to these investments, once established, treatment no less favourable than that accorded in similar situations to investments of its investors or to investments of investors of any third country, whichever is the most favourable.
L'article IV traite de l'indemnisation en cas d'expropriation (ch. 1). Il offre en outre aux investisseurs subissant une perte sur le territoire de l'Etat hôte en raison d'une guerre ou d'un événement similaire la garantie qu'ils bénéficieront du même traitement que celui accordé à la nation la plus favorisée, s'agissant des mesures adoptées en lien avec de telles pertes (ch. 3):
Article IV (...)
1. Investments shall not be expropriated, nationalized or subject, directly or indirectly, to measures of similar effects except for a public purpose, in a non-discriminatory manner, upon payment of prompt, adequate and effective compensation (...).
(...)
3. Investors of either Party whose investments suffer losses in the territory of the other Party owing to war, insurrection, civil disturbance or other similar events shall be accorded by such other Party treatment no less favourable than that accorded to its own investors or to investors of any third country, whichever is the most favourable treatment, as regards any measures it adopts in relation to such losses."
L'article VII est consacré au mode de règlement des différends entre un des Etats contractants et les investisseurs de l'autre Etat contractant. L'investisseur peut entre autres soumettre le litige à la Cour d'arbitrage de la Chambre de Commerce Internationale.
La République Arabe Syrienne est par ailleurs liée à la République Italienne par un TBI intitulé "Agreement between the Government of the Italian Republic and the Government of the Syrian Arab Republic on the Promotion and Protection of Investments", dont l'entrée en vigueur (13 novembre 2003) est antérieure à celle du TBI Syrie-Turquie. Cette convention prévoit une "indemnité adéquate" pour les pertes ou dommages subis par les investisseurs sur le territoire de l'Etat hôte en raison d'une guerre ou d'un événement similaire:
"Article 4
Should investors of either Contracting Parties incur losses or damages on their investments in the territory of the other Contracting Party due to war, other forms of armed conflict, a state of emergency, civil strife or other similar events, the Contracting Party in which the investment has been effected shall offer adequate compensation in respect of such losses or damages. Irrespective of whether such losses or damages have been caused by governmental forces or other subjects, compensation payments shall be freely transferable as provided for in article 8 of this Agreement."
