19 March 2026 - Actions Violate Panama-Singapore Free Trade Agreement - Sinolam International Pte Ltd led a request for arbitration under the ICSID Convention against the Republic of Panama in connection with cancellation of a license for a major gas-red power generation project. The arbitration arises under the Panama-Singapore Free Trade Agreement.

The International Centre for Settlement of Investment Disputes (ICSID) is an international arbitration institution established in 1966 for legal dispute resolution and conciliation between international investors and States. ICSID is part of the World Bank Group, headquartered in Washington, D.C.

The project, known as Gas to Power Panama, was designed to deliver reliable, ecient, and lower- emission electricity to support Panama's growing energy needs. It involved development of a modern combined-cycle, gas-red power plant, initially planned as a 325 MW facility and later expanded to 441 MW. Designed to operate with high thermal eciency and exible dispatch capability, the project was intended to stabilize the Panamanian grid, respond to demand uctuations, and complement other sources of generation.
